Merge octave-mod.el and octave-inf.el into octave.el with some
cleanups.

* progmodes/octave.el: New file renamed from octave-mod.el.
* progmodes/octave-inf.el: Merged into octave.el.
* progmodes/octave-mod.el: Renamed to octave.el.
